The Federal Government has inaugurated a committee to develop a National Threat Assessment and a rolling Five-Year Strategic Defence Operations Plan for Nigeria.
The committee was inaugurated on Wednesday by the Secretary to the Government of the Federation (SGF), Sen. George Akume, on behalf of President Bola Tinubu.
Akume, according to a statement by his media aide, Yomi Odunuga, directed the committee to submit the two documents within 90 days for the President’s consideration and approval.
He urged members to approach the assignment with professionalism, objectivity, urgency and patriotism, describing it as a matter of considerable national importance.
The SGF said the initiative was aimed at strengthening Nigeria’s capacity to understand, anticipate and effectively respond to evolving security threats.
He said the committee was expected to establish a strategic framework linking threat assessment with operational objectives, required capabilities, resources and measurable outcomes.
“In simple terms, we must establish a clear path from threat to objective, from objective to capability, from capability to resource, and from resource to measurable outcome,” he said.
Akume said the National Threat Assessment would provide a common planning basis for the Armed Forces, intelligence services and other security agencies, while identifying both immediate and emerging threats.
He added that the five-year plan would translate the assessment into prioritised operational requirements and would be reviewed annually to reflect emerging threats, operational realities and technological developments.
The SGF said the committee would also identify capability gaps and determine requirements for equipment, logistics, infrastructure, technology, personnel and support.
He said procurement priorities would be based on assessed threats and operational requirements rather than institutional preferences.
The committee is coordinated and supported by the Special Adviser to the President on Homeland Security, Maj.-Gen. Adeyinka Famadewa (retd.).
Speaking at the inauguration, Famadewa said the committee would work collectively to strengthen the country’s security architecture.
He said subcommittees would be established to handle specialised areas and ensure the assignment was completed within the 90-day deadline.
Members of the committee include the National Security Adviser, Nuhu Ribadu; Minister of Defence, Christopher Musa; Minister of State for Defence, Bello Matawalle; Chief of Defence Staff, Olufemi Oluyede; and the service chiefs.
Others are the Inspector-General of Police, Olatunji Disu; Director-General of the Department of State Services, Tosin Ajayi; and Director-General of the National Intelligence Agency, Muhammed Muhammed.
Akume said Nigerian military and security personnel deserved a strategic framework that clearly defined their objectives and provided the capabilities and resources required to protect the country.
