The House of Representatives was thrown into a rowdy session on Wednesday following disagreements among lawmakers over a motion seeking to summon President Bola Tinubu over the implementation of the 2025 Appropriation Act.
The controversy began after Benedict Etanabene, the member representing Okpe/Sapele/Uvwie Federal Constituency of Delta State, raised a point of privilege during plenary.
Etanabene drew the attention of the House to a circular dated June 29 and issued by the Accountant-General of the Federation, Shamseldeen Ogunjimi.
The circular directed all federal ministries, departments and agencies (MDAs) to immediately suspend the processing of payments for constituency and zonal intervention projects (ZIPs) unless such projects had been formally vetted by the Ministry of Special Duties and Intergovernmental Affairs.
The lawmaker argued that the directive could further delay the implementation of the 2025 budget and frustrate the execution of constituency projects across the country.
He subsequently urged the House to summon President Tinubu to explain the slow pace of the 2025 budget implementation and address concerns arising from the Accountant-General’s directive.
His call, however, sparked sharp disagreements among lawmakers, leading to a rowdy session on the floor of the House.
